Yes an atom is electrically neutral. An atom has the same number of protons (+) as it does electrons (-). An ion is an atom which has lost or gained electrons so it no longer has equal numbers of + and -. An ion has an unbalanced electric charge but an atom does not.

unless it is ionized (has an extra electron or is missing one) then it is neutral. the protons in the nucleus attract electrons. so in theory the atom will be neutral. most however are ionized.
