The first person didn't have it right and the second person had half of it right.
The episode where Stewie gets drug is actually his movie, The Stewie Griffin Movie, he has a near death experiance and then starts doing drugs.
The episode where Peter does crack is Deep Throats, where Brian tries to convince Meg that Mayor West is corrupt when she starts working for him and Peter and Lois begin taking drugs to relive their musical days.
