If you want to jump higher, you need to increase the flexibility and strength of your legs without adding dense muscle mass to hold yourself down. You need to focus on the fast-twitch muscle fibers. By doing calf raises on a squat rack you can achieve this. Do 3 sets of 10 repititions with a comfortable weight. For the first set point your toes inward making an upside down V shape when looked at from above. In the second set the feet should be parallel. The third set should be the inverse of the first set, focussing on an upright V for your foot positioning. This will target all areas of the calves. For flexibility work on the Hamstrings, Gltues and Quads. Also, vitally important to ANY movement are the abdominals, which most people neglect.

A guy I know who played basketball in high school strapped weights on his feet and jumped. It made his jumping muscles stronger. I never thought it was a good idea though, it put too much pressure on his joints. But maybe with heavy shoes on you could accomplish the same thing. Don't hurt yourself, whatever you do.

Practice jumping with ankle weight on.
When you take them off and jump, you should see some improvements.

squats and old fashioned sit-ups that stress working out the hip flexor muscle...also, when no one is looking, practice frog jumps...they will build on your explosive jumping power...concentrate on full range of motion, and the power and improvement will come...
