Some of the primer colour will show through, changing the colour of the blue. Always use primer of the same colour. Also, don't paint over old primer as it is porous, and dirt etc. will get into it and prevent the new paint's finish from being as good as it should. Always sand and re-prime.

What will happen if you try to paint a medium blue over part grey and part black, is that the blue will "look" different in the two different color areas. It's best to primer over the whole car first, then do the blue. That way it will be all the same shade...

It will cover the primer..... but a dark primer will give you a dark coat of paint, it is better to go with a light gray primer.... then the blue you paint will be a medium to light color, the primer underneath reflects on the paint.

First, prep is all important. If the original paint is flaking etc...You need to sand down to primer, then reprime and paint. New paint on bad paint makes new paint into bad paint.
but to answer your main question....the blue will cover just fine. Plan on at least two to three coats with a slight drying time between coats. Read the label on max and min dry times. Later.
