Russia was geographically and culturally isolated from the "West." Peter the Great was the first modernizer, if you will, but as he aged he became more and more autocratic and moved away from new modern ideas. The other rulers, such as the Romanovs, wanted to maintain power as much as possible. If the rulers allowed their country to become more modern, its people would want more freedom.

The autocratic rulers of Russia known as the czars oppose modernization and reform,isolated Russia from western Europe seeing it as threat to their power.

because they didn't understand how to industrialize their nation until after World War 1, and even then, they couldn't because they were going through a revolution in the country, that's also why they pulled out of WW1 so early

Probably because of he huge population and keeping them in jobs to work for the "motherland".
