what causes social issues such as crimes and what should lawmakers do to solve this problem

For your class, social issues are caused by government not receiving information or participation from the governed as it is expected to receive. Sometimes the agencies set up by the government get used in different ways by the citizenry or not at all because the gov't doesn't explain itself . Lawmakers have the job in these cases to represent the needs of those they represent and to make sure that the demands for resources their citizens require are fulfilled.

Issues are generally externalities that the wrong level of government is trying to approach by the time they're reached the attention of the media.

If a murder occurs on the streets of Philadelphia, that's a problem for the local precinct's PD, not the city council. Likewise, if there's an AIDS epidemic in a sub-saharan African country, that's a problem for that country's medical infrastructure.

Now I'm not saying government at a higher level or outside perspective should not get involved, but that the government at the appropriate level has to show notable interest and effort beforehand. No no no, don't give me that BS saying they can't handle the problem because if that is the case, then there shouldn't a sovereign state or department to handle that case in the first place.

Really, issues happen when people don't pay attention to real needs and instead joke around about what they should be dealing with. Sometimes, it's because of laziness and sometimes it's because of inaptitude or lack or maturity. Either way, the government isn't doing its job and the people need to reform it.

poverty causes crime. people that are poor are much more likely to see something and jsut take it.

Lawmakers only decide what is legal and illegal. that which is illegal should be stopped, but sometimes taking it to the source is much more effective (like with drug use &trafficing) than getting the lowlife that feed off them.

violence is also caused by dissagreement, in personal, religious, or political views. lawmakes can hardly stop this. but they can promote togetherness and understanding.
