If when you say dumb, you mean low iq, then that is impossible to tell.. for instance, UK gave birth the worlds highest iq individual, they may have also given birth the to lowest iq. and also because they have the highest iq human, does that make them the smartest nation

Nations that tend to have less competition for jobs or little opportunity usually have the lowest quotient. The US average is between 80-90, not terribly low, but the iq test was designed so that persons of average intellect would score about 100.

If one defines this as test scores per $ spent on education, then probably a Western nation.
