fyi, Hawaii has the lowest with about 27% Washington D.C. is the lowest "district" with 38% and the southern states of South Carolina, Georgia, Mississippi and Louisiana all have under 70%

I would say Alaska.
It was populatd by aboriginals way bafore the first settlers came to north america. when the US took the land, it was before africans were brougt in. After the gold rush was over, there really was no reason to populate the state any fauther.
