You can create a JOB POST on boards like craigslist.com or guru.com or ifreelance.com and post details of the job and possble pay.
I'd stay away from PHP and MySQL though. Use Coldfusion with MS SQL Server much better (and if you *do* use CF and MS SQL Server, e-mail me and we can discuss)
