Okay so when clothes say - 24inch waist..

do they mean your waist.... or your hips..??

I know that sounds stupid but the majority of clothes don't even go up to your waist... if they are made to sit on your hips...how can the waist be measured?!?!?!

So do they really mean 24inch hips?

No, they don't mean 24" hips. That would be insanely tiny. You're right that pants don't even go up to the waist so it doesn't make any sense. Honestly your best bet is to try a few pairs until your find your size... clothing sizes are so skewed these days anyway (see the article in this month's Cosmopolitan magazine), so you're pretty much stuck trying until they fit.

The waist is the area above your hip bones-the thinnest part of your torso. When manufacturers say a 24 inch waist on low rise pants it refers to the the proportional size. A 24 inch waist usually has a 34or 35 or 36 inch hip. The old 36-24-36 measurements from a longgg time ago.

That is the waist measurement, not the hips. It's the smallest part of the waist, so usually about an inch above the belly button.

And if they had 24 inch hips, I'd be extremely concerned!!

the waist size that they are referring to is your natural waist, not your where your pants sit. your natural waist is the narrowest part of you or where you bend naturally. it is normally 1/2 to 1 1/2 inches above your belly button. this has really nothing to do with how the low rise pants fit...because those will be lower than your belly button. in that case your hip measurement, the fullest part of you is more critical.
