if you have a satellite dish on your camper you can
satellite receivers don't know where they are
they just know whether or not they're receiving a satellite signal
and dish network doesn't know when the receiver moves
it just authorizes that particular receiver's service
you could theoretically put a bunch of receivers in your name and spread them out all over the country
although it might violate some of their rules

Yes you can if you can connect it to a dish for your up link. Your receiver has the authorization.
