A dog will wag its tail for a person or another dog. It may wag its tail for a cat, horse, mouse, or perhaps even a butterfly. But when the dog is by itself, it will not wag its tail to any lifeless thing. If you put a bowl of food down, the dog will wag its tail to express its gratitude to you. In contrast, when the dog walks into a room and finds its bowl full, it will approach and eat the food just as happily, but with no tail-wagging other than perhaps a slight excitement tremor. This is one indication that tail-wagging is meant as communication or language. In the same way that we don't talk to walls, dogs don't wag their tails to things that are not apparently alive and socially responsive.
Puppies don't wag until they're around three weeks, much like human babies need to learn to communicate.

it's a residual feature left over from evolution. dogs used to have two heads, and what is now the tail was actually the tongue of their other mouth. So, like how when people are happy they sometimes wag their tongue, well dogs would do this as well, but now that evolution happened in the early 50s i think, the dog heads disappeared and now alls they got is the tail!

It varies as to why....tails held high (or stiffly between the legs) while wagging generally means aggression, tails at mid-level usually indicate happiness, partially tucked, or fully tucked wagging tails mean submissiveness. It can vary a bit from dog to dog.

Because, unlike concert goers, they have no cigarette lighters to wave around in the air!

But it's an evolutionary thing. It's hard for their little mouths to form smiles to show they're happy so they were given tails. A dog's tail communicates when they're happy, when theyre sad and, most importantly, when they're angry!
