It says the same as the quote "Discretion is the better part of valor". It means that action is not always the best course of action and that thinking things out is important. For example, if you knew a secret that could truly hurt your friend, restraint (keeping your peace) would be better than simply telling everyone to gain immediate, yet temporary popularity. Think before you act.
