It's been about a week now, and I've tried everything I could think of.

Oleoresin capsicum is the active ingredient of pepper spray which is an oily substance Dab the area with eucalyptus oil then wash with warm soapy water, rinse well and pat dry.Or try a mixture of cornstarch and water, apply the paste, allow to dry and brush off, repeat if necessary. I prefer this method.That way the cornstarch absorbs the oily pepper spray. This may take a few applications. Good luck and have a better year.

No, I don't, but this is a fascinating question because if makes me wonder how the pepper spray got on the wallpaper in the first place.
