The numbers you used make me think that you are referring to a screen resolution when you say "picture" and not a digital photo. Even at that, 640x800 isn't even one of the options. Screen resolutions are usually 640x480, 800x600, 1024x768, etc. I've never seen an XP computer that has a 640x480 option. Usually 800x600 is the lowest resolution setting.

To change screen resolutions, right-click a blank spot on the desktop and select PROPERTIES from the menu. Click the SETTINGS tab at the top. There you'll see a slider control to allow you to adjust the screen resolution.

If you are in fact talking about a digital photograph, you'll need a photo editing program for that.
