That's a toughy. It's a mental action.
Mental actions are subjective, while physical are set in stone. Physical actions cannot be debated.
For example, you see Judy running down the road. Judy ran. There's no question whether or not this is true. You saw Judy run. Therefore, since you SAW Judy run, it is physical.
Mental actions cannot be proven that they really happened, because no one saw them. You can't prove that someone is dreaming, loving, hoping, or expressing without talking to them or hearing their opinions or feelings. You can't SEE mental actions. Mental actions usually have to do with feelings.
If Judy says she loves running, you cannot physically see Judy loving. You can see her running, but not loving. Assuming that running isn't loving, it isn't possible to see Judy love. Judy THINKS she loves running. Love is a mental action.

It could be both. A physical movement of a body part involves action. Sometimes, a person's tear-filled eyes could express an emotion that goes far beyond what one sees - it could mean joy or sorrow, depending on the situation. The emotion behind the tears is due to a mental action.

I would think that "express" is physical rather than mental or emotional. You may be thinking or feeling something (mentally or emotionally), but when you express that, you act out in such a way that others will be able to understand that you are thinking or feeling a certain way. And "act out" does not necessarily mean with violence, but when you make a face or lift or dip you eyebrows or make a sudden move or you physically do something that lets others know how what it is you are feeling or thinking.
