Cheap isn't always a good thing, I had cheap web hosting and it sucked so bad I just payed another company. It was a waste of money. I now use Netfirms they have a good deal.

You can try Microsoft Office Live at http://office.microsoft.com. The starter plan is free.

Another good place to find more about webhosting is http://www.webhostingtalk.com, where hosting companies and clients discuss everything about webhosting.

I use spanglefish.com it's free and there programme is easy to use, but you have to have some ads on your site or pay a small amount to remove them.
