Are you sure you're talking about the base in Tokoyo? If you mean Tokyo (the capital city of Japan), then perhaps this is the one you are looking for:

Tachikawa Airfield
Location
Located 14 miles north of Atsugi, 16 miles west of Tokyo.

Construction
The airfield had two parallel runways, 4,500' and 5,000'.

Units based at Atusgi
Rikugun Kokugijutsu (Army Aero Research Institute)
Da-Ichi Rikusun (1st Army Air Arsenal)
Tachikawa Hikoki K.K. (Tachikawa Aircraft Company)

The Tachikawa Air Base was closed in 1977.

Everybody is correct. It was Tachikawa Air Field.
I am Japanese living in Tachikawa city. I used to get on the base when I was a kid with my daddy who was an officer of Japan Ground Self Defense Force.

As someone above says, part of the site was turned into Showa Park (in commemoration of Emperor Hirohito). Also, JGSDF, Japan Coast Guard and Tokyo Metropolitan Police Department are now located on the vast area where Tachikawa Air Field used to be until 1977.

Tachikawa Air Base (it was also called Tachikawa Army Airfield), no longer exists. The base was closed in the late 1970's and later Showa Kinen Park was built over where at least part of the base use to be. I believe some parts of the old base have also been incorporated into Yokota Air Base, which is basically right next to where Tachikawa Air Base used to be.

I found this site with photos of Tachikawa Air Base:

If you need more information, I'm sure the public affairs office of Yokota can help you:

My daddy was stationed there in 1965, he was OSS/OSI
From a website I found this list:
Yokota AFB became Yokota AB on November 17, 1955. Kadena AFB became Kadena AB on November 1, 1949. Misawa AFB became Misawa AB on 12 November 1949.

I remember my daddy talking about Yokota .
Contact the USAF Civilian Affairs Dept. That may have changed also, HSA law moved alot of operational stuff to President.
