Hi there, I really wanted to help you out so I called a friend of mine (Andrea) who is a Restaurant Consultant for a firm in Seattle,WA. Andrea really knows a lot about Restaurants located all over the US and the World. She has recommended the following Restaurants for you in the Dallas area.

These are all Formal Restaurants and serve very fine food.

If you want to really dress up these are great places but if you want a incredible meal that is expensive (but worth it and I think better than the two mentioned above) try Hibiscus on Knox-Henderson... and if you like red wine they have a cabarnet called Paradigm that is very reasonably priced.... You can easily go there dressed up (and no one will gawk at you) but it isn't required there.

Oh, I forgot that you are 16... forget the wine tip.
