(b) Are teens more likely to be involved in car crashes than experienced drivers?
(c) Would teens do better in high school if school started at 9am?

If you are asking what is a good question, ask what percentage of high school students paticipate in some sort of sport and ask kids from around your school if they do as a sample survery. If you are asking the difference: Sample Survey is a small survey of high school students about some question concerning their opinion behavior, or about them. An observational study is the same except that you don't ask them a question, you observe certain behavior, like how many high school kids are dating. An experiment would be like, well I don't know how to apply this for this question really...
