By the count of deaths the soviets are creditied with about 60 million, china communists 35 million and Hitler about 25 million.

As a percentage of the people in the country though it is probably pol pot in cambodia even though he only killed about 2 million.

Since the china and russian communists have to share credit among a few rulers (Lennin+Stalin, Mao and the Gang of Four) I would say the top three Stalin, Mao and Hitler are pretty close to tied.

Hitler was the most well known. Although Stalin really was the worst. Most of the world did not know of how horrid Stalin was until after his death & the truth came out.
Hitler is attributed to the death of approximately 17 million in POW camps & other mass killings. The number of German soldiers killed in the war was in the hundreds of thousands.
Stalin killed over 20 million & counting, Stalin was paranoid & those around him never knew when it would be their turn to die. A reported 20 million Russian solders died in the 2nd WW.

Joseph Stalin. In his ruling of the USSR spanning 3 decades he was responsible for the deaths of over 33 million of his own people. He started the Cold War by refusing to follow through with agreements made at Yalta and Potsdam. The Cold War, as we all know, was responsible for a majority of the Wars fought in the 2nd half of the 20th Centruy.

Well since Hitler started WW2 I suppose the honors go to him. Stalin was horrible as well but did not start the WW. Pol Pot in Cambodia was horific and killed a large percentage of his own country as did Mao.

It was Hitler followed closely by Stalin. To all the idiots out there who said George W. Bush (I'm sure there is some) George W. Bush was and is president in the 21st century.

Stalin
remeber Stalin's rain in power was much more powerful. He a chance to kill more people than Hitler did. Most of these deaths are probally unknown.
