Double-click on the clock in the bottom-right hand corner. On the popup click on the "Time Zone" tab. See if "Automatically adjust clock for daylight changes" is checked. If it isn't then it is not ready. If you want it to be, then check it and click Apply.

I think you are talking about the new dates for daylight saving time. Just go to the microsoft update site ( or for whatever operating system you use) and it will tell you if you need to install the program. There link to it should be pre installed in you start menu.

if you have windows XP, then you should run Windows Update to get the patch. If you have Windows 2000 you need to run a special program to fix it. that is all I can help with. Don't be confused about this too much, its easy enough to just change the time on the clock your self.
