Germany was allied with Turkey (then Ottoman Empire) and Austria. They represented the axis-power, as I am sure you already know. It wasn't so much that it was Germany versus all, but Germany was the leader of the three. It was Germany who created (and attempted to execute) the Schlieffen Plan and also had the open submarine warfare. Because Germany had just become a united country, they desperatley wished to prove their capabilities. This is what led and motivated them in the war. Because they were so desperate of recognition and appraise for their power, they pretty much led the axis-powers. The fact that they lost (not only the war but vast amounts of land, money, and pride) is a different story.

Don't forget that the Austria referred to in the first answer was not the fairly small country we know today, but a large empire in central Europe. Also, the Ottoman Empire was allied with the Germans. This, again, was large, although it had been described as 'the sick man of Europe'. Many troops fought against them in the Gallipoli campaign and in what was then known as Mesopotamia - modern day Iraq, Syria, Lebanon etc.

It was the Berlin-Rome-Tokyo Axis (Germany, Italy and Japan), along with their colonies (Manchuria, Singapore, North Africa, Ethiopia {which was Italian}), and allies (Azad Hind, etc.) and puppet states (too many to list), basically versus the rest of the world. There were some notable neutrals (Spain, some Latin American nations, etc.), but basically Germany, Italy, Japan, a few other minor states vs. the rest of the inhabited world.

edit: oh, sorry you meant WW1

WWI Answer:
Germany
Austria
their colonies

vs.
Rest of the inhabited world with a few minor exceptions.

Italy and Japan helped too - but in my opinion every European country + US and Canada are to be blame: all government + church knew about the situation.
