You can get the OEM software installation discs and run the program on them. It will ask if you want to format when doing the restoration. when you do the format, all the data on the drive will be "erased"

The ensure that nothing can be found through analysis of the drive, then run aprogram that writes "1" or "0" to each unused data bit on the drive. Norton "wipedisk and others will do it.

That puts the probability of success in getting old data back essentially 0

Format the hard drive, that will erase everything. After formatting the hard drive you will need to reinstall the OS. Running the recovery disk and selecting clean install will also remove the data from the system. You may just want to go through your system and delete your files, this way you won't have to reinstall the OS.

Using a hard drive wiper programme is best avenue....like Wipe Drive...as an example. as they overwrite hardrive mutiple times erasing all data. and it cannot be recovered by recovery programmes. Link to this ne product below...but I am sure there may be some shareware or similar products avail....just search for a "Hardrive wiper" or similar.

You need a formatting CD. Put it into your drive, and reboot from CD, it'll take you into a DOS format, asking you if you want to format your PC, but of course, you'll need to re-install XP, otherwise you wont have anything to work on!

(re)install or format hard drive don't secure delete data.

Darik's Boot and Nuke is a free open-source software to securely delete data in a unrecoverably way.
