Yes! If you and he both want him to be in there! You can also ask to have him cut the cord...or you can do it. You can ask for a mirror so that you can see the operation. You can ask to have the baby placed on your chest before the cord is cut. You can ask NOT to have your arms strapped down. You can ask to have the catheter put in AFTER your spinal. Discuss all of these things with your doctor BEFORE your surgery if you can do so.

In a normal c-section, yes. We even caught some video of our daughter being born.
If it's an emergency c-section, where they have to put under general anaestetic, then your husband won't be allowed in the room. This doesn't happen that often.

Yes!
My son was born via C-Section. As long as Dad wears whatever they give him (gown, cap, gloves, face mask), he should be OK. They may also allow him to bring in a camera. Persuade him to take as many pictures as possible. The C-Section goes pretty quick.
As an added bonus, he might be able to cut the cord, providing the delivery is without complications.
But be warned, when the delivery is complete, he will be escorted out. They need to sew you up and they're afraid Dad may pass out.

They should. My husband and I just had a baby 3 weeks ago. It was a scheduled c-section. They made him wait outside the door, while they gave me a spinal, but once they gave me the spinal and laid me down, they allowed him to come in. He was with me through the whole thing. Congrats and good luck!

Yup. He was there for the epidural/spinal placement and when they wheeled me into the room. He was absent when they shave and place the catheter, and they scrub the stomach with the brown stuff, then they let him in. I had 4 c-sections.
