If you dont have a modem, either dial or cable/DSL, then you can not connect it to the wall.

you can plug the phone line directly into the back of the computer,and find a free ISP::.then you go to the control panel and create a dial up cnnection using the connection wizard.after this if you have XP you can connect to IEexplorer on the start menu.::for example.in NY i use a free ISP called Met Connect,and when the Connection wizard ask for the number i type 2123592000.the internet is free this way,but it haves its inconviences also.and this is legal too.

I assume you mean a phone jack?
Only if your computer had a built-in modem... otherwise you won't even have anywhere to connect it
