PLANS? as in from scratch? OR just adding sound proofing to an existing room? I do wish people with questions would add details, no offense.

Building a shell of a room and finishing it are the same as any contractor would do in a remodel, or even new construction. ADDING sound proofing isn't Rocket Science, and if aesthetics aren't a major issue you can use studio foam cone sound proofing panels, or construction grade 2 inch foam BLUE (usually) 4 x 8 sheets of foam. carpet on a floor helsp with absorbtion as well.
