Tetrahedral since it's sp3 hybridized.

The shape of the molecule will be a slightly squashed tetrahedral pyramid. The four atoms ( 3 x Cl and 1 x H) will try to position themselves as far away from each other in space as possible because of repulsion from their electrons. Because the Hydrogen atom is so much smaller than the Chlorines, it will be able to get closer in to the central Carbon and that's what will deform the molecule.
I don't recognise the terms in the second part of the the question, but I'm going to guess that you mean "polar" or "non polar". The molecule will be polar because the electrical field of the atoms will be drawn towards the Chlorines (Chlorine atoms and electrons love each other) which creates an asymmetry in the overall electical charge on the molecule (even though the molecule is overall neutral).
