im a trainee makeup artist and i have found that a light blue really works with tanned skin and hazel eyes or you can have white eyeliner on top and bottom lids with another thin line of blue above the line of white on the top lid - this really stands out and its effortless but amazing!!

I think a light brown or light blue would be good for you to wear or dark blue. I saw a in class that woar dark blue eyeshadow and she was tan and she looked good in that color so its totaly up to you of what eyeliner you use.

With your skin tone and eye color, you should be able to experiment with fun colors, like metallic blue or purple. I would suggest going to walgreens and buying a bunch of $1 eyeliners and experimenting at home. Have fun with it!

I found that dark olive green or navy are just lovely. I have hazel eyes myself and I have been using navy alot and it really makes my eyes look sexy and smokey.

Plum is the best it brings out the green in your eyes very exotic.
