Not yet. Starting in 2008 you'll need a passport to return to the United States by ship, ferry, train, automobile and walking across the border between the US/Canada & Mexico.

Right now for those who don't have a passport and are citizens of the United States can travel with a valid government issued photo ID (i.e. State issued drivers license) along with a certified birth certificate proving that your a United States Subject,

I am assuming you hold USA citizenship.

The answer would be yes. The passport is not required to enter Mexico, but it is now required to re-enter the US afterwards.

This is assuming you are traveling to and from Mexico by air. If you are traveling via land, it is not technically a requirement until 2008. However, depending on the ports of call, the cruise company itself may require you to hold a passport as well. Your best bet is to clarify this matter with the cruise company, and also check out information on any ports of call outside of Mexico on the Department of State website under the Travel section.
