Road Runner by a mile. Remember the Road Runner NEVER loses. Add to this the fact that he lives by cartoon physics. Now if it was taking place in the Looney Tunes universe there is a chance the Flash would win as let's face it Wally(Assuming that is the one you refer to) is a bit of a big kid, so once he learned the laws of cartoon universe (such as do not look down while running on air) it would be close but still the Bird would win.

The Flash might win...he's as rapid or swifter then easy-velocity. Quicksilver can in hassle-free terms commute a sprint over the cost of sound. that they had something like this decrease back while they did the DC marvel flow over. as nicely Quicksilver lost his powers on the top of the abode of M storyline
