If you are outlining a chapter, then there is a specific form to follow, which is kind of hard to explain on here but I"ll do my best..

I. Chapter title
(tab)A. main points
(tab)(tab)1. detail in paragraph
(tab)(tab)(tab)a. more important detail to discuss (you don't normally get this small)
(tab)B. next paragraph main point
(tab)(tab)1. detail
(tab)(tab)2. more detail

II. Chapter title

and so on


For a piece of writing you basically want to summarize what you will write using the 5 w's. Who, What, Where, When, Why, and How.
