You need to write a movie before you start casting it and rating it. It needs a full story line, editing, story board, backers, director, producers, etc. And then you can start casting. And then once the movie is done being filmed and edited you can have it rated.

It has potential, but a lot of things have potential that turn out to be crappy. It depends on how you fleshed it out, where the story goes, and if it's any good or not. You really can't tell from just a synopsis as brief as you gave. Could be the next Casablanca or it could be the next Gigli, I can't tell.
