What's the minimum time someone should spend at one job? I've been offered a better job, but I've only been at my current job for 1 year. I spent 7 years with my previous job before that. Is this 1 year job going to look really bad? All my jobs have been in the same career field.

There is no set "time limit", unless you have a contract that provides for a specific period during which your services are required. For most people, they are either union members (and work under a contract) or non-union ("at will") employees.

In either case, an employee can leave his/her employer at any time with or without notice. "Job hopping" was frowned upon in years past, but today it is a fact of life.

As long as the job is an upgrade (responsibility, compensation, perks, etc.), go for it, and expand your personal and professional skills.

Well, if you are 2 to 5 years that's the best, but if you spend 1 year at every job it's gonna look like you are a job jumper and that;s bad. Try to stay at the same job till you either get fired or you get tired of that job. Don't change jobs every year it will totally look bad.
