well you should rinse the gravel first then you should have the gravel in first even if the substrate is in there it will sink back into the gravel and should be fine. just be careful not to splash to much of the water in it helps if you put a plate in and drop the water on the plate to reduce water splashing and may help with not disturbing the substrate beneath

Place the substrate and then the gravel. Put a clean dinner plate in the tank and fill it by slowly pouring the water into the plate This will help prevent the gravel fro moving around.

It doesn't matter when you are first putting the water in - here I assume it's a new tank. However every subsequent refill should be done along he sides of the tank or like someone correctly pointed out - with a plate. I would use a gravel filter to ensure the substrate doesn't get dislodged. Plants with loads of roots help too.

Well you could put the Gravel in first and then pour the water but some parts of the gravel might float in the tank. What me and my mom do is we put the water in first then we put the gravel in. It all depends what you think is easier for you. I meen we are all different. You will figure something out.

just be careful, put the gravel down then add the water but pour it on the side of the tank to it doesn't splash the gravel about half way up you should have no problem pouring the water in regularly

it would get mixed up, but it would all settle back down. What do you think is going to happen when you pour a bunch of rocks in there? Trust me, I know a thing or two about trying not to disturb the sand in a tank. Its almost impossible....
Anyway, put the rocks in, fill the tank, and let it settle. It should settle in a few hours, if not it may take a day. My 55gal tank sat for three days because it was so sandy!

Add about half the tank's worth of water, then your gravel, then fill it the rest of the way up with water.

Either way its going to get mixed up. When you do a water change you also need to vac the gravel.
