If you know a little about what you are doing, but not enough to code yourself, youy can try a Content Management System (CMS). First, you would need a free web host with PHP and MYSQL (most have them), there are alot so just google "free webhost list" to get what you need. Then download a CMS from the internet (I like Joomla - www.joomla.org) and ftp the zip file's contents on to your sever space. then browse to the directory you put it in and follow the easy to use installer (you will need to know your database host, name and password) and it is ready to go. CMS's are special web based software that assist in web development by use of (often free) templates and easy to use WHSIWYG text editors.

Go to 1and1.com buy a domain for 6 bucks a year and get access to build a website from one of their templates. The templates look good and have a lot functions to them, this is great for the beginner.
