However if we are speaking in Military time 11pm is 2300 and midnight is 2400. So I would say that 11pm (2300) is before midnight (2400).
At 2400 is the end of the 24 hr day.
eg: 12:15am would be 0025
12:30am would be 0050
12:45am would be 0075
1:00am would be 0100

No. 11:00 pm is one hour before midnight. If after waking up at 11:30 pm you are eating breakfast at 1:00 AM Now, research Military Time.

11 pm is before midnight of the same day. The day is generally considered to change at midnight, and since 11 pm is one hour before 12 am (or midnight...it goes 11:59 pm straight to 12:00 am).
11:59 am is one minute before 12:00 pm, also known as noon.

I would just say both. The question never asks, "Is 11 p.m. before or after midnight ON THE SAME DAY?" so it might as well be 11 p.m. Tuesday and midnight of Friday. Or perhaps a better answer would be..."YES."
