civil rights refers to general rights of the individual, for example the right to fair and frequent elections, the right to be free from coercion etc. Civil liberties is a more specific civil right stating the power relationship between the state and the individual i.e. the FREEDOM of the coercive power of the state.

Civil rights and liberties are important to bring equality between individuals and to attempt to eliminate fear from a coercive government.

In practice however some would argue this is questionable.

civil rights were givin to some people because civil liberties were not working for them.

they not related anymore cause they give more rights to people who is not from this country
