Could be water pump not working properly. Could be clogged passages in radiator. Rad may need rodded out. If thermostat is working properly, water is not flowing properly for some reason.

Water pump failure is not always noted as a leaker. Occasionally, the pump can fail and not leak, allowing the impeller to either not turn in the housing, or electrolysis has eroded the impeller away altogether.
Also a possibility is the failure of the cooling fan at the radiator. Test it to see that it does indeed engage.
Another possibility is a restriction in the radiator core.
Do you know for sure that it is overheating? Any possibility that the gauge is in error? Check the sender.

Is the cooling fan coming on? (if electric) have you checked the radiator for good flow?? start car up,,run until operating temperature is reached,,with radiator cap off,,,then check to see if you have good water movement inside radiator,,(this will not tell you if the cores are plugged though) after your vehicle is at full operating temp,,place your hand across the front of the radiator itself,,,and feel back and forth,,,,you should feel a constant heat at all area's of the radiator,,,if you feel large area's which are cool..then there is a good chance that the cores are plugged. correcting this problem will be difficult,,,sometime having a flush of your cooling system will help if the cores are not solidley plugged,,,but if they are,,,you will need a new radiator.

Check the water pump anyway, could be the impeller. Check the radiator, see if you have flow, other than that. double check all water sources.
