Try going to a professional that offers free "makeovers". A lot of places like Merle Norman or cosmetic counters in the mall will help you with your makeup for free. All you have to do is ask.

Your features sound very pretty!
I have blue eyes and fair skin as well. But my hair is medium blonde.

Anyway, for makeup..
Experiment! Chances are you'll like a few different looks. I'll try to help you find a look that will look pretty and be wearable. Like something natural that you can wear to school.

Go with a tinted moisturizer. You can find one at your local drugstore (Neutrogena makes some) or at the department store (I recommend Stila tinter moisturizer. It's pricey but THE BEST).
Tinted moisturizer will provide light coverage. Since teens don't usually need a heavy foundation. The tinted moisturizer will make your face look flawless and it'll cover minor blemishes and even out skin tone.

For your eyes... go with brown or beige. Light copper, ect. Look for shimmery (not glittery!) eyeshadows. They will make your blue eyes POP. Trust me, that's what colors I use and I get compliments ALL THE TIME. :] I use smashbox eyeshadow in Champagne and Bronze. Here's the link if you're interested.. http://www.sephora.com/browse/product.jhtml?id=P0253&shouldPaginate=true&categoryId=3990
Yes $16 is pricey, but honestly it's worth it for the quality. They last long and are gorgeous. It's worth it to buy a few amazing shadows instead of fifty covergirl eyeshadows which just don't have the wearability/pigment/ect.

Eyeliner...
Line your eyes lightly. Don't go for the thick bottom liner look most teenage girls do. I went through that phase. When I thought eyeliner=good makeup. It doesn't It looks silly. Instead, lightly line your bottom lashline with dark brown. You can use black as well, but it tends to look harsh on light skinned people. It's more dramatic. But if that's the look you want, go for it! I just suggest a more natural everyday look.

Lipgloss- There really is no 'right' shade. Experiment! Try different colors and brands. My favorite lipgloss would have to be NARS. NARS in Chihuahua is a gorgeous shade.
Or drugstore-wise, Revlon and Maybelline have nice shades, if you're not looking to spend a lot.l I think that when it comes to lipgloss, the more the better! You can never have enough. But a pretty light pink shade would look nice on you. Something like this: http://www.sephora.com/browse/product.jhtml?id=P175178&categoryId=C106 in melon mint. For a cheaper alternative, I know bonnebelle makes lipglosses almost identical to these. They don't have the pigment as Stila does, but they are very similar.

I wrote a TON. I guess I'll stop now because I don't know if you're interested in anything else.
You're welcome to email me if you'd like more advice or have questions. I love makeup and I'd love to help you out if you want!
www.sephora.com is a great site to look at for makeup ideas or to just browse around and see the latest makeup trends and ideas!
I hope I helped a bit!

Unless you're going out at night, you don't need black mascara. Brown or dark brown will look just as good with your skin and eye color, especially with how fair you are. Black mascara might actually make your eyes look smaller.

For eyeshadows, go with nude colors that will bring out the blue of your eyes--light pinks for the highlight (under the eyebrow), taupes and light tans for the lid and brown or navy for the liner (you'd be amazed what a good dark blue liner can do for your eye color).

For lips, sheer lip glosses are best--they cover flaws and make your lips look very kissable. I like clear pinks myself, nudes on fair people just don't look right to me. L'Oreal makes some great ones.

As for foundation, very fair skin tones are as difficult to match as dark skin tones. If you have freckles, why not go with it and find a light-tinted moisturizer? Freckles are cute!

if your skin is great then just a tine dusting of powder. If you have great skin (especially freckles) and you add all this make up you will look like a fake whore.
If were just talking day time make up ...i suggest.
a tiny bit of powder maybe a bit of concealer first on trouble spots. then dust the powder on really hard and fast and make sure its your right colour.
some dark brown or black mascara
a smudge of matching eye liner (if you want)
some lip gloss and a pinch of blush on the apples of your cheeks useing the same technique to apply as the powder.
DOnt hide your freckles they make you original.
Some good eye shadow colours are pink or reddish, midnight blue, warm browns.
I'm not crazy about shadow for daytime though. Best to just look fresh.

With pale skin you have to really be careful with foundations, if you can get away with no foundations then don't use it, if you feel your really need to wear foundations then stay with the pale colours, for goodness sake, please don't ever, and I mean EVER, wear an orange foundation.

If you wear foundation and you can't find an exact match for your skin tone, then don't forget to blend, blending is one the most important things you do with foundation; just remember, your skin doesn't stop at your jawline, there's nothing worse than a tideline of foundation.

As for eyeshadows, you really want to stay away from the stereotypical blues and greens that people insist look good for blue eyes, they don't. Don't use them. Stick with natural colours for a day to day look: light browns, bronze, etc.

If you want a more dramatic look, say if you're going out on a night out, you can experiment with different shades of eyeliner, and even top up the look with some pale pastel colours with a bit of shimmer in them; purply pinks for example.

As for lip sticks/gloss, stay with natural colours again, getting a slightly darker colour than your natural lip colour will bring your lips out, but stay away, and I mean RUN AWAY, from pink, red and black.

Dont wear much. It can be a challenge to make it look right on freckles. Try wearing ONLY eye makeup, lipstick and blush.

Why hide behind makeup? Why don't you allow people to see the real you and therefore everything will be genuine!
Beauty is only skin deep in the eye of the beholder! What really counts is what's on the inside!
