I'm from a small town and building permits have never been enforced in the past. Now, all of a sudden, this lady takes over and anyone who uses someone other then her husband are getting slammed.

Small town politics can get messy and unless you can get the town council and or mayor to act on it, then you may have to go clear up to your state Attorney General to get it solved. My small Idaho home town had a corrupt mayor issue that was only resolved when the AG's lawyers started investigating the (now former) mayor.
