Well, I can only talk from the view point of mental health. If you are applying for a job you will probably have to suck up and say the usual blah blah blah crap about encouraging those with mental illness to access things in the community, helping them to explore what's going on at adult education centres etc etc. but in actual fact many many people who have a mental illness do not feel ABLE to access these things because of confidence and esteem issues. When you have a mental illness you feel DIFFERENT to others and your ability to concentrate is far less than usual so it makes participation very difficult.

They closed a huge number of drop in centres where people with mental illness could do activities with others who were in the same boat because they talk now about social inclusion....when in fact this has led, not surprisingly to social EXCLUSION in very many cases. People would rather stay at home than expose their illness to the general public.

In the 1980's they called it Care in the community and it failed miserably....so this social exclusion thing is just a new terminology for the same thing all over. Basically it makes it cheaper for the Government.

It looks like you can find a lot of information on the government pages on Social Exclusion (and breaking the cycle of it). There are several PDFs as well as a basic outline of ideas. That would at least give you something to say. Good luck!

this is the page that looks most helpful:

As with every interview, just say what you think they want to hear! Social exclusion comes from a variety of problems. It is too varied to specified what is best to break the cycle.
