No, it's not a "perspective" effect, what ever that means. Perspective involves seeing the same thing from two different places.

Which time dilation are you talking about? The red-shift?

The spectrum lines in the light from the stars really are shifted from their usual place. The shift is explained by the velocity of the stars. The spectrum lines can be seen without looking at the star from two different places.

I don't understand the question, but time dilation has nothing to do with perspective. Are you using "perspective" in the sense of a viewpoint - a frame of reference?
