She means you are so fat you are growing breasts. Put down the double cheeseburger and get some exercise!

It may mean that you have fatty tissue in your breast area that makes you look like a girl who has boobs. The smallest bra cup size is an A then it goes up the alphabet, B and C are woman who have pretty good size breasts, not huge. My boss actually had surgery for this and said he would never do it again and wouldn't have done it if he had known how painful it was and how long the recovery was. Basically they lipo suctioned his chest. He wasn't fat or overweight, just had a lot of fatty tissue behind his breasts. He was 52 when he had the surgery. I hope this helps answer your question.
