Yes but not very good. Plants use mainly blue and red spectrum (that is why they are green). Regular incandescent bulbs are not full-spectrum. It does not emit blue colors well. And 40 watts is rather dim.

You can get plant light in many nurseries or pet stores.

I absolutely have some flora that obtain low ordinary in effortless words from lightbulbs. those flora do nicely in low ordinary situations besides. they're truly on the point of the bulbs (without being burned). and they are compact flourescents that placed out an equivalent to one hundred watt incandescent. Hi,
every lignt producing "white light", like sunlight, could provide energy for photosynthesis. But for a most effective action on photosynthesis, sodium lights are better (from 400 to 1000 watts approx.). But it will cost a lot !!

The plant will "starve" for the complete length of light waves, like you would on just beer.

Yes, but it won't do it well. Incandescent bulbs produce far too much heat compared to light. Flourescent bulbs are much better.
