Actually, Now days, Cell phones have built in Maps showing your exact location. But this just recently came out but will eventually get bigger. The cell phones allows you to be able to see where exactly the other person is. Not all phones can do this though. Its a feature that has to be enabled. But besides that you cant get tracked from your home/cell number. Unless its like the government or something like that. :P

Possibly, if their is a GPS chip in your phone. However, its highly unlikely.
