1/20th scale or 1/120th scale ? Okay, if 1 inch wide I'm guessing 1/20th scale. I'd obtain some linen (muslin) from a fabric shop. You can color it with water-based dyes prior to construction... though "sewing" would be difficult.

I work alot in 1/35th scale and have used the prepared plastic sandbags from such companies as Tamyia and Dragon.

When I needed specially shaped or "empty" bags, I used an epoxy putty... cut to the correct size and shape. Then pressed against t-shirt fabric to give it texture, and a modelling tool to apply the seams.
