Merle Norman makes a base made specifically under the eyeshadow..it makes it last longer and makes the color pop more.

Automatic Shadow Base
For dry and normal/dry skin types.

Eye makeup base in a compact helps prevent creasing and helps colors stay true for a fresh look all day.

I use BeneFit LemonAid as a eyeshadow primer... not only does it help 'fix' eyeshadow, it balances redness on the eyelid, so I can actually just wear it on its own if I don't want color on my lids. Also, I use M.A.C. shadows because they have a very high pigment content, so you don't need as much to get the effect you want--less eyeshadow on the lid means less shadow in the crease later.

I use to have that problem. It's either your skin is oily or your eyeshadow is just not the right one for you. I've tried a whole lot but now Physicians Formula is the one that works best for me.
