I agree with ryujin, except with his statement that it is impossible to create them, after all plants do this very thing. It is possible to create them, but that takes energy. Plants use sunlight and the process termed photosynthesis to create hydrocarbons. Petroleum requires the correct pressure and temperature to form, and that is another energy requirement.

Possible, but probably not too easy, considering crude oil gets formed by decaying biomass under high pressure over a very long time.

crude is a very complex mixture of different hydrocarbon chains. Its is impossible to create them just with those elements, otherwise there wouldn't be a shortage of fuel
