If it doesn't drain, then it is the pump. It could be clogged with any number of things. I have found things ranging from underwear to toothpicks to loose change to lind. Open up the lower panel, I think it is two screws, #2 phillips if i remember correctly. There is a grey or black hose that connects to either a white or grey disk shaped thing. There two hoses going to this pump. One is the inlet (from the tub to the pump) and the discharge (from the pump to your wash basin or drain). Remove both hoses and be prepared for lots of water. Make sure the washer is unplugged before you even open the lower panel. Then remove the pump. Inspect it for misc garbage stuck in it. pour water in it and then cover one hole and dump the water out of the other hole. If not water comes out, the pump is jammed. You need to unjam the pump or replace it. If that is okay, check the hoses inlet and discharge for clogs.

That is where the pump is mounted. It is a separate motor from the drive motor and may be clogged or jammed. Remove the bottom panel. You will see a clean out just ahead of the pump. Be ready to catch water and open the trap, Inspect. Pump still humming and not running? If yes, Remove pump and inspect for blockage. No blockage, then replace pump.
